Dr. Richard J. Boylan is a Ph.D. behavioral scientist, exo-anthropologist, university associate professor (emeritus), certified clinical hypnotherapist, consultant, and researcher.
He provides hypnotherapy for recalling full details of partially-remembered close encounters with the Star Visitors, and for exploring previous life experiences stored in subconscious memory.
Dr. Boylan also is a consultant to Star Kids and Star Seeds seeking to understand better their origin, identity and mission, so as to attain optimal awareness and clarity of identity, inner growth and spiritual development.
His career has spanned four decades of service as a social worker, psychologist (retired), clinical hypnotherapist, clergyman (retired), school administrator and clinic administrator. Dr. Boylan has served as a Lecturer at California State University, Sacramento, University of California, Davis, National University, Chapman University, and Sierra College.
Since 1989 Dr. Boylan has conducted research into human encounters with the Star Visitors. This has led to his current focus, working with the Star Kids.
He has created the Star Kids Project, Ltd., and is working at outreach to these hybrid children with advanced abilities and their families, raising consciousness about Star Seed heritage, educating these children and parents about advanced abilities and their proper use, and informing the public about this new cosmic generation.
He has presented papers on his research at, among other conferences, the 1992 M.I.T. Abduction Study Conference, and the 1995 Cosmic Cultures International Conference at Washington, DC. He is author of three books, Close Extraterrestrial Encounters (1994), Labored Journey To the Stars (1996), and Project Epiphany (1997). He is currently writing a fourth book, "Star Kids". He has over 50 articles published.
Dr. Boylan is President of the Star Kids Project, Ltd, a nonprofit educational program which identifies, educates and trains Star Kids and their families for their important roles in the new cosmic society dawning.
Dr. Boylan is President of the Academy of Clinical Close Encounter Therapists (ACCET) Inc., a federally-recognized nonprofit educational and research organization. He has conducted numerous workshops for mental health professionals on the specialized counseling for experiencers of Star Visitor contact.
He has lectured widely at regional and national conferences, and has been interviewed on numerous radio and television programs, including NBC’s "Sightings" twice, on Paramount Television Network’s "Paranormal Borderline", and three times on Art Bell’s "Dreamland" program.
Dr. Boylan is a member of the National Board of Hypnosis and Hypnotic Anesthesiology. He is Past-President of the Sacramento Valley Psychological Association. His wife, Lee Boylan, MBA and he have four children.

"The Cabal" refers to a clique of global-scale plutocratic manipulators who use their immense wealth, prestige and power to control governments and economies to perpetuate their stranglehold on global society. This group is comprised of the most selfish, megalomaniacal, and socio-pathic individuals, some of whom are bigshots in the Bilderberg Council, the Council on Foreign Relations, and the Trilateral Commission global policy-making groups. But these groups are not synonymous with The Cabal, since BC, CFR and TLC also contain some well-intentioned individuals. The Cabal is a kind of "parallel government" to the official-elected and appointed governments of the more developed countries.

In The Cabal five branches may be identified. These branches are: the Executive Branch, the Intelligence Branch, the War Department, the Weapons Industry Branch, and the Financial Department. An analysis of the overall purposes of these five branches suggests that the overall purpose of The Cabal is to exercise covert control by:

1) collecting comprehensive institutional and personal information,
2) by establishing national and international policy independently of the established Governments,
3) by developing high-tech arms and equipment, and, with these, establishing small, specialized, highly-mobile, elite military units to effect these covert policies when need arises, without having to rely on the official (and "unreliable") Armed Services, (whose subservience to The Cabal is reasonably suspect),
4) by developing an armed capability to repel any threat to the status quo, (including the uncertain ontological, social, and economic impacts of any revelation of the reality of UFO and extraterrestrial presence) through the development of a Star Wars/BMDO ground and space-based surveillance and SDI weapons network,
5) by denying information compromising to The Cabal from all those outside "need-to-know" policymaking levels, and,
6) by exercising control on the money supply, availability of credit, and the worth of money, through policy decisions made outside of the official Governments.

The Cabal is also the rogue group behind the continuation of the unauthorized UFO Cover-Up. Unfortunately, The Cabal has its proxies on some of the seats in the Special Studies Group of the U.S. National Security Council, which controls official-government UFO information and access.

Since The Cabal has enormous international wealth at its disposal, it has the funds and influence to make sure that the majority of presentations which make it to public view are negativistic in tone. Their thinking is that if they can’t sell you the lie that "UFOs don’t exist", then their fall-back strategy is to convince you that "they are evil-mean invaders." Thus, the presentations they finance and promote feature the Star Visitors as torturers, plotters and monsters.

The unauthorized UFO Cover-Up is to be distinguished from the official-government UFO Cover-Up.  The unauthorized UFO Cover-Up is the organization that conducts kidnappings and terrorizing of innocent civilians, camouflaged as "alien abductions". They do wholesale "cattle mutilations", hoping that angry ranchers and terrorized citizens will blame it on "the aliens".

It should also be noted that some of the lurid reports being palmed off on the public as examples of “alien misbehavior” are actually secret psychological warfare operations by human rogue military-intelligence units. These renegade military-intelligence units kidnap civilians without legal authorization or justification. These units drug those they kidnap, (often experiencers). These renegades deliberately intimidate, interrogate, physically abuse, and even gang-rape the civilians they kidnap.  The renegade military-intelligence units then use brainwashing techniques to make the civilians they kidnap forget about the military kidnapping, while the renegades narco-hypnotically implant a false memory about the horrific experience as an "alien abduction".

This is the level of evil, distortion and treachery that The Cabal repressing UFO truth goes to protect their monopoly of highly-advanced extraterrestrial technology recovered from UFO crashes: a monopoly which has brought them trillions of dollars in profits over the last four-plus decades.

The Cabal’s operatives also terrorize some UFO researchers who get too close and even assassinate a few. They hijack some psychotronic weaponry for unauthorized use on their enemies or on innocent civilian guinea-pig test subjects. In general, most of the horrific stuff done under the UFO Cover-Up comes from The Cabal’s unauthorized version of the UFO Cover-Up, often using their plants within military and intelligence organizations (to further camouflage who is at work.)

The official-government authorized UFO Cover-Up is relatively benign, yet is still morally responsible for the global suffering that could have been averted if the general public had access to clean non-petroleum energy, psychotronic healing machines, ZPE-powered hydroponic food-growing machines, gravity-shielded super fast airliners and sea freighters, and the immense store of spiritual, metaphysical and scientific knowledge that the Star Visitors wish to share with the people of Earth.  [N. of E.: ZPE is the Zero Point Energy.  This energy is everywhere in the space and from which can be extracted the necessary power to operate any equipment that requires electrical power, it is free and does no contaminate.  It has been suppressed by the secret government, The Cabal, since it affects the interests of the cartel of the oil industry and cannot be sold to the public, there is no business.  For this reason this technology has been suppressed from the curriculum of electrical engineering of all the technological universities around the planet.  However, the secret government and NASA use it as propulsion in some vehicles and it is classified as top secret.]

Some remote viewers have seen The Cabal’s power broken between 2003 and 2006. They definitely will be left in the trash bin of history, by the time the transition from Fourth World [current societal mess] to Fifth World [cosmic, just, non-materialistic, peaceable, “extended-family” society] is well established by 2012.

Starcraft Campaign Currently on Hold

Friends and Star Kids,

The Psychic Team Facilitators and I have received Talessian’s message, including the statement about his stress and fatigue resultant from incessant 24/7 physical and psychic attacks by the Cabal, and his need to take a break from it all.  Indeed, Councilor for the Watchers agrees that Talessian needs to take a break.
In my view it is too early to predict what will happen to the starcraft public demonstration campaign, which is now in a stalled position.
One of the things that is becoming clear to me is that the Cabal have moved from psychotronic operations to psi (psychic warfare) operations, and now to psy (psychological warfare) operations. These are taking their toll with Talessian and with the hard-working members of the Psychic Teams.
While Talessian is taking his break, let us regroup our energies and take perspective.
Thus far, the struggle has been protracted and complicated. We all have been stretched into unfamiliar territory. Yet this has been a learning experience for us as well.
The Cabal has used their best weapons, and has been met and resisted with an effectiveness they had not expected. Although our resources were not as numerous, nor backed with ill-gotten advanced technology, we did have the Light on our side. Talessian, though bruised, is still left standing. And Star Nations has not abandoned its resolve to further actions on Earth that result in the ending and unmasking of the UFO Cover-Up.
At an appropriate time I expect to hear further from Star Nations about what lies ahead. Meanwhile we have an opportunity to catch our breath and exercise a little patience.

Pine Forests in the South Pole of Mars

Yesterday the media, including MSN News, ran a story that the Mars Lander Rover had taken soil samples near Mars’s North Pole and found perchlorate, a toxin in the soil, "thus casting doubt that Mars could support life", NASA said. NASA of course is under the control of the National Security Agency, whose head, Lt. General Keith B. Alexander, is a Cabal asset. Since 1997 NASA has established a "cut-out" contractor, Malin Space Science Systems, Inc. (MSSS), to control the images coming from satellite cameras orbiting Mars.

Even though those images were taken with your tax dollars, MSSS’s head, Michael Malin gets to decide which images of Mars’s surfaces you are fit to see, and when. Malin works cooperatively with the Cabal neo-Nazis at Jet Propulsion Laboratory and NASA to project to the public the false image that Mars is a lifeless desert without adequate air. The deliberately-misleading "perchlorate soil" story put out yesterday is another part of the lie the Cabal wants you to believe: that no one can survive on Mars. Just what a tremendous lie that is was revealed, perhaps karmicly, by another development yesterday.

Yesterday I received information from an informant that NASA’s Jet Propulsion Laboratory’s Mars Orbital Camera had taken photos of Mars’s Southern Polar Region which revealed forests of pine trees growing amidst the Martian polar snowfields! He identified a couple of images (buried among the tens of thousands) which show the pine forest.

If Mars is a lifeless desert with inadequate air, what are forests of pine trees doing growing on Mars? You mean NASA and JPL and MSSS have been lying to us for years?! Yes; and unfortunately the story gets even worse. I consulted with the Zetas, and they confirmed that the satellite photos show real trees. However, those trees are Earth pines planted in great numbers near the snowy Southern Polar Region of Mars! Pine stock from Earth that has been planted on Mars! Planted by whom? Human technicians working for the Cabal.

And why did the Cabal plant the snowfields of southern Mars with pine trees? The Zetas confirmed that this forestation project has been a part of a Terra-forming (making Mars more Earth-like) effort by the Cabal, in order to set up an Alternative-3*-type home-like refuge for the Cabal, when the Cabal abandon Earth after they have extracted every resource and despoiled it to death. The Cabal don’t care if their multinational corporations extract every mineral, pollute every stream, cause the ocean to go lifeless, and eventually wrap the Earth permanently in Beijing-like smog.

Why? Because the Cabal have their Escape Plan. When Earth becomes no longer desirable to live on, they will fly off in their antigravity craft to pristine Mars, and leave behind the remnant of Humanity to dwindle in a collapsed ecosystem here. The Zeta consultants confirmed that this indeed is precisely the pre-planning the Cabal have been engaged in. But there are two flaws in the Cabal’s plans. The first flaw is that they never expected anyone to discover their plans. And their second flaw was revealed when I received consultation from Councilor For the Watchers about the Cabal Escape Plan. He said  "Mars will be quarantined of said [Escape] actions, as the Cabal factions will not be able to seek refuge there. It will not be allowed [by Star Nations]. "I bid you well." –  Councilor For the Watchers"

So, there you have it. No Cabal Escape Plan that will actually work. Star Nations will block any Cabal space vessels from carrying Cabal types to escape to Mars. The Cabal are stuck here on the Earth they have been busily polluting and ravaging. Will the Cabal use this exposé as a wake-up call that their Escape Plan is busted, and that they need to buckle down and stop their polluting technology, move to the clean energy and technology given by Star Nations which they have confiscated, and take environmental restoration seriously?

Since the Cabal are populated with sociopaths and narcissists, don’t bet on it. But at least they may see it as in their own self-interests to stop undermining the environmental movement. It is up to us to wrest away control of technology and corporate business practices, and redirect them in just and non-polluting directions, and work to complete the environmental restoration which Earth needs.
